JOB RESPONSIBILITIES:
The Chief Counsel manages the Agency's Legal Department and the contract attorney program. Responsible for insuring the State Accident Fund has effective representation in complex litigated cases before the Workers' Compensation Commission, Circuit Courts, and Appellate Courts. Selects, monitors and evaluates the performance of contract attorneys. Provides professional legal advice to members of the State Fund on matters of a complex and technical nature, including providing opinions on legislative acts and court decisions. Conducts complex legal research within a highly technical and specialized area. Writes Orders, Briefs and memorandums of law. Negotiates the settlement of workers' compensation claims involving the State Accident Fund. Acts as legal liaison between the State Accident Fund employees and contract attorneys. Performs other legal duties as required

MINIMUM AND ADDITIONAL REQUIREMENTS:
A Juris Doctor degree or its equivalent from an accredited law school and a minimum of three (3) years experience as a practicing Attorney, preferably in Workers' Compensation Law. Some overnight travel maybe required. Must be able to drive a State vehicle. May require some lifting and bending. Special requirements: must be a member of the South Carolina Bar.

PREFERRED QUALIFICATIONS:
Management experience and considerable knowledge of South Carolina Workers' Compensation Law. Ability to communicate effectively; ability to interpret and apply laws and judicial decisions; ability to conduct independent legal research. Experience preparing and defending cases before the Workers' Compensation Commission and other South Carolina courts. Experience taking depositions and negotiating settlement agreements. Ability to establish good working relationships and rapport with others outside the agency, such as attorneys, physicians, witnesses, insurance companies, institution heads, personnel directors, and employees.
