NATURE OF WORK: The purpose of this position is to provide professional legal work as general counsel for the City. Work involves responsibility for representing the City and all City legislative and administrative officials in all legal matters, and includes the performance of a wide variety of advisory legal duties in connection with the operation of the City government. This position is also responsible for all litigation in which the city is involved, the preparation of opinions, ordinances and resolutions and the prosecution of all cases in which the City has an interest. The incumbent exercises professional judgment independently, and supervises the work of professional and clerical assistants. Work is subject to general administrative and judicial review. Per City Ordinance, this position works at the will and pleasure of the Columbia City Council and will be evaluated based on performance standards established by city council. Must exemplify the highest ethical standards and have demonstrated these standards throughout their entire career.
MINIMUM QUALIFICATIONS (EDUCATION, TRAINING & EXPERIENCE): Graduation from a recognized law school with a Juris Doctorate degree with ten (10) years of progressively responsible legal work experience, preferably in governmental, construction, tort, contract, real estate and workers’ compensation law and knowledge of appellate practices and procedures and relevant management/supervisory experience with at least five (5) years senior management/supervisory experience preferred; or any equivalent combination of related education, training, and experience. The successful candidate must be well versed and certified in parliamentary procedure or at least earn that certification within 6 months of hiring.
SPECIAL REQUIREMENT(S): Must be licensed to practice law in the State of South Carolina and a member in good standing with the South Carolina Bar. Eligibility for admission to the United States District Court and the United States Court of Appeals is preferred. This is a full-time position and may be required to work beyond a forty (40) hour work week in order to accomplish assigned work. The person selected for this position will be required to work exclusively for the City of Columbia and will be prohibited from performing any external legal work or any work that may be a conflict of interest. Must have excellent supervisory, organizational and interpersonal skills and be able to express ideas clearly and concisely both orally and in writing. Must reside within corporate limits of the City of Columbia within a reasonable period of time following date of hire or promotion. Must possess and maintain a valid SC Class “D” Driver’s License and have an acceptable driving record. Preference may be given to applicants who have knowledge of personal computer equipment with skill in the use of Microsoft Office preferred, utilizing Outlook, word processing, spreadsheet and database software programs. Must submit a writing sample with application.
